ok then supose it can be done how long does it take to position your hands so you are ready to perform theses 11 per sec hits?

Most of these techniques are done from a regular relaxed stance, hands near your sides. However, for some of them, the fact that you're in a fight is already assumed, so your guard is up. So if you are already in a fight, the time is 0. If you're being attacked, the longest it would usually take is maybe one third of a second.
