it sounds stupid but try deep water jogging.....it is tougher than it looks

Yes deep water jogging is excellant. And with water dumbbells you can add an upper body element too. Instead of just walking/runnig in the water varying the movements can also simulate stair steppers, cross country skying or other activites.

There are also boots for the feet that add an addtional lower body strength element.
