Is Hapkido mostly forms, sparring, or a bit of both?

And do you see it as an effective MA?

Hapkido has no forms. Sparring is very integral with the technique training. Hapkido is an array of techniques that should be able to flow from one to the next . The technique used depends on the situation and / or level of force required. As far as being an effective martial art, I would say definately. It is gear towards combat and not competition.
