It is my experience that International Karate Tournaments are for ALL ranks, not just for Yodansha's. Having said that, the parameters vary, therefore, call any tournament that you might be interested in before planning to attend said tournament(s).
For example, the Long Beach International, held in Long Beach, CA, separates the ranks not by obi colors, but by Beginner, Novice, Intermediate, and Advanced; levels of EXPERIENCE. The experience level is determined at sign-up/registration by how much experience one has; months or years.
For example...
Beginner: Less than 1 year of training
Novice: 1-2 years of training
Intermediate: 2-3 years of training
Advanced: 3 or more years of training

well my Kenpo Karate class is going to ed Parkers international karate tournament on July everybody can come by the time ill be blue belt almost green belt _________________ I love Shotokan Karate Do and American Kenpo Karate |

It depends on which competition you want to enter. If your just going to be competing in international tournaments that your not representing countries you will go into sections that are related to experience.
I compete and will be travelling next year, and planning on competing wherever i go and that i would list my rank. Otherwise Internationally organised competitions by the WKF will be organised by how good you are in your respective country |

As in visiting or competing ? To visit, no problem. Compete, well that's different. Over here it's a squad system. Win individual tournaments , get picked for the squad etc etc. |

Years of experience?? I ask because most tournaments nowadays ask ones experience level and not belt color.

I have been at tournaments where they have requested experience. But most i've entered ask only for rank.
But some i've entered ask for BOTH |

I only know the American mid west. For under belts (below black belt) they group by age and then by beg/int/adv.
generally red belt with brown strip and above are considered advanced. blue to red is intermediate. below blue is beginner. |
