The whole idea of a top level athlete like Mayweather not being able to make weight really aggravates me. I mean this is their job they should always stay within reach of their fighting weight.

Well, he was under the weight for the weight class involved. They just happened to agree to fight at a specific weight, because the opponent hadn't fought at anything heavier. So, the actual weight class requirement was met, but just not the specifics agreed to for this fight.
