I found a good video regarding practicing the Muay Thai kick against the leg. It's a special target (looks like a suitcase) that's held against the partner's outer thigh.

Silliness. There's plenty of more general-use pads that work just as well when held at that level.

We use plenty of low kicks in Hoshinkido Hapkido.... Many other hapkido styles use them too...

Very good, quick and not commun to attackers...
hook kick inside leg,outside leg, drop upper leg,side kick to knee,side to chin, sweep kicks,etc,,so many more.....
