There are some high ranking dans that pass out rank like candy in Isshinryu.

I have not seen people skip dan rankings, but I have seen a person promoted from 8th dan to 9th dan in less than a year and a half...which in my estimation is pretty much the same thing.

I see quite a few 5th dans out there who couldn't beat some of our brown belts. I've stopped caring about rank and instead focus on my knowledge and skill. I'm a lot happier this way.
